Global Fund to Fight AIDS, TB and Malaria: Local Fund Agent Services
The Global Fund, established in January 2002, was created to finance a dramatic turn-around in the fight against AIDS, Tuberculosis and Malaria. These diseases kill over 6 million people each year, and the numbers are growing. To date, the Global Fund has committed over US $10 billion in 136 countries to support aggressive interventions against all three diseases. Global Fund grants funds to country and regional recipients to implement programs that have been designed by local stakeholders. To assist with its in-country operations, Global Fund hires LFAs to assess the capacity of grant recipients to implement programs, verify performance results and financial data reported by such grant recipients and to provide independent advice on issues related to grant implementation.
In January 2008, together with MSCI, The Pragma Corporation was awarded an Indefinite Quantity Contract to serve as one of the Local Fund Agents (LFAs) in Central Asia and Eastern Europe including Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan, Azerbaijan, Georgia and Bulgaria. MedicaBG is also a partner with Pragma and MSCI for Bulgaria. Pragma and MSCI will provide oversight services at the country level, to assess the capacity of grant recipients to manage the implementation of the activities funded under grants and to provide the Secretariat on an ongoing basis with relevant information on issues or risks which might affect grant performance. The LFA services will include provision of health, programmatic, financial, and contextual information required to make sound grant management decisions.
