USAID Business Reform and Competitiveness Project (USAID/BRCP). Pragma’s flagship competitiveness enhancement project for applying its unique, demand-driven approach to accelerating employment growth by catalyzing the productivity, sales, and exports of small/medium-sized enterprises in Tunisia. In just three years, Pragma enhanced the competitiveness of 350+ enterprises, generated more than 23,500 full-time jobs at an average cost of just $878 per job, and facilitated 3,800 loans worth $9 million, as well as $42 million in equity and credit capital and $23 million in foreign investment.
USAID Armenia Enterprise Development and Market Competitiveness Project (USAID/EDMC). This project helped increase the competitiveness and productivity of businesses and value chains in high-growth sectors, including ICT, pharmaceuticals, agribusiness, and tourism/hospitality. Pragma provided direct technical assistance and activities to match workforce skills to better needs, improve finance access, and overcome business environment barriers. Results exceeded targets for export, sales, and job growth across all sectors; generated over $20,000 in small business loans; and led to historic breakthroughs in reforming aviation and instilling international standards across the pharmaceutical and food production industries.

USAID Libya Public Financial Management (USAID/LPFM) supports macro-level interventions with the Central Bank of Libya, Libyan Audit Bureau, and General Electricity Company of Libya to address constraints facing the post-Arab Spring Libyan economy. Current activities are supporting regulatory/institutional advances laying the groundwork for eventual central bank reunification and expanded financial intermediation services, enhancing government transparency and accountability, bringing security and modernization to the banking sector, and building a more reliable, sustainable power grid for Libyan people and businesses.
EU Libya Competes I and II (European Union). This EU-funded project brings demand-driven technical support to small/medium-sized enterprises in Libya that increases their competitiveness so that, in a very short timeframe, they are able to grow, succeed, and generate employment. To ensure growth-oriented businesses have the workforce they need, the project also trains job seekers, upskills employees, and helps match qualified talent with prospective employers. The approach is successfully surpassing all project targets, creating employment networks for women, and expanding to target competitiveness enhancement across full value chains.
USAID Economic Recovery and Livelihoods (USAID/ERLP) focuses on fostering macroeconomic stability in Yemen, building private sector competitiveness, and improving livelihoods and prospects—particularly for women and youth. Working with the Central Bank of Yemen, Ministry of Finance, and Customs and Port Authorities, Pragma is laying the groundwork for sound macro-financial policies, improved trade, and more sustainable business, income, and job growth.
USAID Middle East Economic Growth Project Yemen Economic Stabilization and Success (USAID/MEG YESS) was an 18-month pilot project that advanced best practices to stabilize Yemen’s economy by facilitating trade, increasing business and employment growth, supporting sustainable livelihoods, and promoting macro-fiscal reforms with the Central Bank and Ministry of Finance. Its successful approaches generated $6 million in small business loans and over new 3,500 jobs, trained 3,700 farmers to create sustainable businesses, launched breakthrough trade initiatives, and helped the Central Bank to renovate its fiscal management and address major macro-financial reforms.
USAID Middle East Economic Growth Project – Libya Economic Stabilization Program (USAID/MEG LESP) was a pilot project focused on improving Libya’s fiscal policy and institutional framework, addressing the country’s electricity crisis, and generating private sector growth and employment. It successfully established Libya’s first Macro-Fiscal Reform Unit to improve fiscal planning, assisted 24 municipalities with financial action plans, generated over 1,400 jobs for at-risk youth, and launched a task force to address the electricity crisis.Â
USAID Middle East Economic Growth Project – Economic Management for Stability in Northeast Syria (USAID/MEG EMS) This pilot is applying best practice growth strategies to swiftly operationalize a sound financial regulatory framework and fiscal management regime for NE Syria, while also addressing trade/customs, commercial, and consumer law reforms to enhance the enabling environment for private investment and job creation. Partnering with growth-oriented companies and agroindustries, the pilot also is strengthening private sector competitiveness, boosting food security, lessening dependence on imported goods, and creating over 1600 jobs – 1/3 of them for women.
USAID Middle East Economic Growth Project Port of Beirut Impact Study (USAID/MEG) Following the disastrous 2020 explosion, USAID commissioned Pragma to assess near-term measures needed to resume Port of Beirut operations and longer-term reforms for facilitating trade and port activities. A quick turnaround report laid out needed reforms to professionalize the port’s administration, expand its use, increase port throughput reduce delays/cost, and fight corruption.Â

For this “mini” pilot project, Pragma assisted AmCham-Jordan to better support Jordanian companies recovering from the impacts of Covid 19 with business development tools, workshops, trade/investor linkages, and other services to bolster investments, exports, and employment growth. We also helped to restructure AmCham’s business model to create new cost centers, become financially self-sufficient, and serve as a flagship for its members and the U.S. – Jordan business community.
