Dr. Mohamed Laksaci

Monetary Policy Expert

Formerly the Governor of the Bank of Algeria (2001-2016), where he oversaw the presidency of the Banking Commission (Algeria) and was a member of the International Monetary and Financial Committee of the International Monetary Fund (IMF), Dr. Mohamed Laksaci brings invaluable hands-on insights to Pragma’s multi-component support for the Central Bank of Libya. Algeria shares important commonalities with Libya, including dependence on oil revenues, and Dr. Lacksaci had the experience of steering the country’s central bank through periods of economic crisis and reform. Before his term as Governor, he served as Director General of the Research Department (Bank of Algeria) and as Vice Governor (Bank of Algeria). In relation with the International Monetary Fund’s (IMF’s) stabilization/adjustment programs for the Algerian economy (1991/92 and 1994-1998), he was in charge of monetary policy and exchange rate regime reform, money market development, public banking sector restructuring, and oversaw technical assistance relating to the Bank of Algeria’s capacity building in these areas. A senior lecturer at the Ecole Supérieure de Commerce (Algiers), Dr. Laksaci holds a PhD in Economics from UC Louvain (Belgium).
