Galal Elkharraz

After serving as a Senior Advisor and Municipal Coordinator for Pragma’s Libya Public Financial Management Program (LPFM), Dr. Galal Elkharraz became its Deputy Chief of Party. Based in Libya, Dr. Elkharraz oversees activities and donor coordination across the program’s three main components: supporting monetary policies and reforms with the Central Bank of Libya, strengthening the oversight capacity of the Libyan Audit Bureau, and building a more reliable and sustainable electricity sector for Libya. He has served as a lecturer at the Higher Institute of Industrial Technology in Tripoli and the University of Benghazi, and has supervised programs and staff for several democracy and human development initiatives. Dr. Elkharraz holds a PhD in Mechanical Engineering from Leeds University.
