Lubna Katbeh

A highly respected attorney specializing in central banking and banking law with 20 years of experience, Ms. Lubna Katbeh is deeply involved in developing regulatory guidelines and drafting significant legislation for the Palestinian government. As head of the Palestine Monetary Authority (PMA) Legal Department and Secretary of the Board of Directors, she developed an intimate knowledge of internal central banking regulations, operations, and procedures, and played key roles in drafting the Central Bank Law, the Banking Law, and the National Payment Law.
